As a generalization, this is exactly backwards: In neither case, does the citizen (or way disproportionately in the case of Iraq, permanent resident) do either wholly voluntarily; he or she too often has to be made to serve or to vote.
(Yes, I don't know who this guy is either; all I could quickly find was that he was a journalist and author and wrote a nationally syndicated column,"Starbeams.")
