The Bushydo System for Deciding When to Fight
Easy-to-beat weaponless military and gobs of oil: invade.
Difficult nation to fight, possessing genuine weapons of nuclear destruction: talk pointlesly and futilely while said nation builds and exports to enemies more and more of said weapons (even as we encourage today's allies to expand their nuke stockpiles).
That's how our leaders are making the world safer.
